File/Folder Creation Fails on Category Screens

Expected Behavior

When viewing files by category rather than by directory, the user is not given the option to attempt to create a new file or folder. In other words, the plus icon should be hidden.

Actual Behavior

When viewing files by category rather than by directory, the user is given the option to attempt to create a new file or folder. The operation always fails with an 'Operation Failed' error after entering the file name because there is no directory defined for creation.

How to Reproduce

1. Click the 3 horizontal lines in the upper left
2. Select 'Documents'
3. Click the Plus icon in lower right
4. Select 'File'
5. Type a name for the new file
6. Select 'Create'
