This is another gigantic work placed on the dock buildings along the shoreline.
There are improvements being added in the area, including bike paths and park benches. I would imagine that some of these were planned to beautify the loading docks to make the zone more palatable for weekend tourists who want are passing through to the coastline attractions.
Here is another one, backed out a bit, showing where the trucks enter and weigh, then pull through and are loaded.
