I aggree, before getting a dog, people should think really hard about what they want, and what they are capable of, but they are rarely honest to themselves, which leads to a lot of abandoned dogs. In my country (Hungary) all the shelters are always full (there is a breedin problem too, people often don't neuter their dogs).
