There are many earths. Sometimes they merge (see the Mandala effect) and sometimes they split. So, basically, the 5D, the 3D and the 2D will be different realities. It can happen where the groups just don't really interact much, like the hungry in Africa and the overfed in America. But it can be completely different dimensions.

Who's making the decisions

They are. Each person, by how they are resonating. How high is their vibration?

And how will the Ones who don't get it be kept from it when the rest of Us have it?

If you are not a vibrational match, you can't see it, you almost can't think it. Free-energy, as we will use in the future, is sooooooo simple that we will wonder why no one thought of it. Or just stumbled onto it.

An easier to know example is flying saucers. They are sooooooo simple, that when we finally get back into aether studies and learn how to make things float in the air, like a brick doesn't, we will think, why didn't we do this a hundred years ago, instead of spending huge effort to make a wing foil.
