And there would be another one built on the opposite side of the earth as a backup.

That is a single point that can be controlled by a few people. A huge amount of control/power in a few hands. And, if they can't have it, the world can't have it. 💥

And what Tesla found is that we really didn't need to vibrate that field. It was already being vibrated, just far more finely than was usable at the time. So, we don't need the tower, but can use the energy if we choose.
