I am unsure how government will be.

The path of govern-cement is that evil will be identified.
Evil will be linked with a lack of compassion. (narcissist-sociopath have no warm compassion, they have to imitate it)
People running for office will be given compassion tests during live debates.

Just this, and no other changes, changes everything.
