The trouble is we have systemic AND evil in place. So, which is which? Which is causing the good intentions to not work?

And, as you say, we really need to work with the reality of the game.
Which means we have to discriminate against men and women (write laws specifically for each)
and to discriminate on IQ. Very low and very high IQ people need to be treated different.

This used to be done in the tribe, because, well, you just know, because everyone knows them.
