Both political parties and the 4th branch of govern-cement are owned, and controlled by the same group of people. I have seen them all march lock-step too many times for it to be any other way.

With a debt based, fractional reserve lending system, spending has to increase, more than the interest of all previous years. The national debt has to continue going up, or the dollar vaporizes.

Congress is under orders to spend as much money as wastefully as possible.

We don't get to elect better people, it is the govern-cement's structure.

As you said, the bureaus are a bunch of people trying to pretend they have a reason to exist. And all to often do not know what they are doing. The rest of the time, they are doing the opposite of what they say they do. (turning a river orange to get more money?)
