Hmmm, a person who spends the money most non-wastefully is a person invested in the outcome, and it is their money.
So, the opposite is someone spending someone else's money, and who is not invested in the outcome. That sounds like a modern politician.
The problem we have is we have a debt based fiat money system. So, each year, more money has to be borrowed than the debt and interest of the previous years. Or the whole system goes poof. So, the money system encourages the politicians o spend money as fast, and as wastefully as possible.
