There really is a big problem here.

Where gambling exists, greed and corruption condenses in that area.

"The town cannot afford a broken window"
You would think one would be all right, but once there is one broken window, then the value of the town diminishes. Then there is two, then three, then more. And soon the whole town is rundown and people start moving away.

Keeping cancerous stuff out of the body is important.
Is the city's body important? Is gambling a carcinogen?
Or does gambling just bring all the corruption to one area? All the corruption that was there? Or does it breed corruption? Make more?

That is the question.

And the bigger question is, if gambling was never illegal, then would it be spread all over, tiny bits here and there, and so corruption never congeals. Is that better?

Because, i have seen the destruction that debauchery attracts.
The part of the city next to the red light district dies.

But, is this just because all the self-destructive people gather around the bright lights? And this group can't take care of themselves, let alone the space around them.

So, what actually destroys the city? And what do we do with people that can't take care of themselves?
