Similar with no "Child Left Behind", sounds great, but it really means the rest of the class is held back by the bottom 10%.

As a society, who wants advanced technology, we should be really teaching to the top 10%.

But the leftist-marxist believe, to their core, that all children are blank slates and have the same aptitude. The problem is completely their schooling, the opportunities they are given.
