I saw, like 10 years ago, that the police steal more money than what is reported by burglary.

Civil Asset forfeiture... take the money and then, have the person prove that they didn't do anything wrong.

And the police pay no penalty, even though they cause the innocent people much hardship.
like missing out on that good auto deal, not being able to buy the restaurant they were going to use to expand...

These laws should have never happened.
But back in the time of Miami Vice, they said they needed it to stop drug trafficking
