This is a difficult question.

And it will never really be answered, instead, a shifting of what we elect people for will change.

The simplest happening is two people disagree, so they go to the village elder to settle the dispute. Both people have to agree that the person they are going to is wiser or smarter AND that they both believe in that person. And they both believe that the village elder will help.

So, here is a real need. And a real set of criteria. And usually this person is the same one used by most of the village. In a small group, this person is just "known". In a larger group, people nominate who they think is good, and the group votes for the top person.

In the future, things will be turned on their side.

Elections will be more about getting a certain thing done.

The top people in government (probably not called that any more) will be a group of very wise people that will help others do a project, negotiate a deal or give ideas on doing things better.

But we have several iterations of govern-cement before we get there.
