If Russia does capture Kyiv and the Dunbass region, and nothing else... what is left of Ukraine?

What keeps all those countries on the other edges from just annexing what used to be theirs?
Would it be better for those regions to be under another rule instead of as a piece of the remnant that was called Ukraine?
