I do not feel there is anything here the blockchain would help with.

It is all govern-cement bureaucracy.
The parts that are really important are the paying of fees to all the various entities.
(that could probably be automated)

Building plan approval is a task for someone who knows the codes, and knows what is best practices in the area.

this is not something a computer can do yet. And not anything blockchain has any effect on.
