The idea of "renting" everything is ok, if, and only if, there is an abundance of that item (as in, always available, never any scarcity) AND you cannot be denied from using it.

Unfortunately the first one can only be sorta done.
Except in any crisis or disaster or even a union strike.

The second is exactly what they are striving for.
And the govern-cement already does this everywhere else.
Here is a divers license so we can certify people are good at driving... now you can't be a person without one.

BUT!

Americans are already not allowed to own anything real.
That property? Did you pay your rent on that property that you "own".
The water on your property? You can't drill it, store it, use it yourself...

Americans are allowed to own junk. Encouraged to own junk.
