I am unsure. Because i have never seen any of the hard street-drugs used in an open setting.

Alcohol and sugar can be used in moderation to improve life.

Or maybe we, because its not illegal, have just learned how to deal with drunkards.
Further, the worst societal effects are caused by the market for hard street-drugs being black.

But in a real society you would never let someone get lost in the depths of drug addiction.
You would work at healing the underlying problems that lead them to want to check out.

Probably the best course of action is, "you grow your own food", if you do not grow your food well enough or in enough quantity because you are too drugged up, then you die.

Also growing your own food really grounds a person. Being in touch with the land actually heals a lot of the woes of people in the city.

So, i do not know how to handle things in our current city structured life.

What govern-cement does is to create the problem and then make it worse. (and i think that is intentional)
