Reform and rebuilding can't happen.

The law prevents any such thing from ever happening.

What will have to happen is that a group of good people are going to have to break the law.
Are going to have to ignore the law, and build a community of their own away from what any would consider a city.
And, this community will not have open borders.

Further, what is needed is that the children (our future... right) have to be given the tools the need to build a life. Currently it is against the law to give them what they need to live.

A person needs a piece of land, water and electricity.
They need to be able to grow their own food and build a life.
But, all those things have a price tag that young people can't afford.
