In this arena, i do not feel there is anything that govern-cement can do that doesn't make the situation worse.

The govern-cement cannot give to someone without first taking from someone else.

If this is true in all situations, then the only proper use is in restitution. When person B steals from person A, the govern-cement goes and takes something from person B to make restitutions to person A.
