One could say that he is slowing down all the timing.
He is putting the brakes on things, but not stopping anything because he knows he can't stop this. They are holding that impeachment thingy until they need it, then we will see the Senate pass it with 100% vote. But that will show their hand, and that will make a lot of blowback.
