In Mexico you have to grease the hands of the policia.
I do not like either.
I would prefer a system where the regulators were really good at their job. Where they could show up and show places where you could improve output and reduce pollution, but most are soooooo shtuppid, i would not hire them even as lackeys.
All they can do is check off the boxes.
Or, if they get upset at you, close you down or fine you into oblivion.
I have once had an inspector that knew the work i was doing and praised for my level of excellence. Only once.
Usually i find the inspector is in bed with the builder/manufacturer. And this is where the biggest fraud and most damage happens.
... soooo, i do not know a good solution to regulation.
i feel it will come from extreme transparency. Where the buyer will decide what to by based on many statistics including the levels of pollution output.
