Strange Tree

Hi friends,

One of my neighbors has a strange tree - strange in shape, size and nut… check it out:

I have no idea what this but it’s like a big weed with how fast it’s grown. It’s two foot pods are odd too, and are everywhere on it. It was only planted a year ago and they are already talking about removing it!

So, strange tree - any experts know what it is?
