In all the scenarios, you want to hire devs for the job, and you want to hire the highly skilled one. The question is very simple and you job is as simple as that.
How do you separate a Highly Skilled Developer from a normal one?
Let's also say that you will have interviews with multiple developers and you need to decide. Might happen that all of them have the same years of experiences, they know the same frameworks and technologies, they have all worked with the same programming languages, basically they are the same.
