No offense, but from one of your replies I gather that you are not perfectly fluent in French. I am neither - however, I think your "interpretation" of "Arrêt des prélèvements agricoles" might not be correct.
I think it means "stop on withdrawals (of water) for agriculture", and not "stop of withdrawal of agricultural products". I admit, though, that the text is ambiguous. "Prélèvement" can mean "withdrawal of something" or "sample".
In general I agree with the views of your posts. However, I would not go as far as you claim here. Forbidding the harvesting of products - that seems a bit too extreme.
I found an email address at the specified site, and to clarify this issue, I took it upon myself to mail the department responsible for the leaflet ([email protected]), with this message:

Apparemment, il y a des personnes qui soutiennent que ça veut dire qu'il est interdit de prélever/cueillier/récolter des produits agricoles.
Selon mon opinion ce n'est pas correct, votre text veut dire que c'est interdit de prélever de l'eau pour arroser de produits agricoles.
