CSIRO is the Aussie science dept of the gov.
And they have been working with the CBA, one of the 4 big banks in Australia, to develop a payment system that combines payments, presumably FIAT, with "contracts". It is being referred to as "programmable money".
Perhaps expect the Gov to control what recipients can or cannot spend the money on.
