I think there was a project that did something like this a while ago. It wasn't here on Hive, but I remember my wife's cousin had me sign up for it. You had to have multiple verified people to be able to get the airdrop or something like that. I think it fizzled out and died, but it had some of the aspects to what you are suggesting. Of course I can't remember the name of it now either.
