Given the nature of this IED I am sure there's a whole lot of ways to activate on a delay timer or remotely. No suicide action required.

The story is weird - if this guy found it in the trash he may not even be a bad guy. So I reserve judgement. But I do believe the most likely intended use was some sort of terror action.
