The idea behind the 2nd Amendment is that armed citizenry is effectively a stand-by army and an antidote to government oppression.

It is not that easy to actually get a weapon, nor do many people feel like they need a weapon. Personally, I believe citizenry needs to have the right to be armed everywhere.
