The world never was perfectly safe, nor ever will be.

What scares - and aggravates - me a lot more is the fact that mandates of this sort effectively turn you into a chattel animal - you literally no longer own even your own body. No discussion of civil liberties makes much sense if you can be forced to receive a random medical treatment. Because who says they can not use that as a pretext to change your personality, hypnotize you into doing something you have no desire to do, or kill you if they so choose one random forced medical treatments become the norm?
