Absolutely not the case.
Rape is indeed excused in some cultures (specific types of rape, like the rape of conquered women, women of certain castes, etc.) but, say, in the European culture it has for centuries been viewed as a very grave crime. So much so, rape for a time was the only non-murder crime that was still a capital crime in many jurisdictions in the US and Europe.
