I'd say it happens more in societies that are oppressive and feel like a dead end. In more rational societies crime is more rational and economically motivated.

Did they list the MIA's as dead? By now they should have. It is nice to know that the mayor of Erzin has the courage to stand up to corruption in the construction industry. That must not be an easy feat!

Exactly. Corruption is most likely why so many accidents turn so deadly in Russia and many other countries with a similar level of corruption.
