Increasing the haircut ratio can only improve the peg of HBD. The haircut ratio was established to limit the risk to Hive price, not to help stabilize the price of HBD. In fact, I think it is fair to say that nowadays the primary risk to the pegging of HBD to $1 is the relatively low haircut ratio we have now.
