No, that's entirely wrong. The selling of hbd by the stabilizer can only drive the price downwards. And due to the nature of the funding for the stabilizer this is a constant pressure. It never pushes the other way.
The thing that pushes the other way is foolish speculation: and in the aggregate such speculators will only lose money. Due to the pressure from the stabilizer, t's a "less than zero sum game" for the speculators, and if you're buying up HBD when it's above a dollar, I can only advise that I believe it's a terrible investment strategy.
