I agree with @deathwing that it should also be applied to proposal votes, as they also can suffer from the same "stale" voting problem.

I also think it's worth pointing out that this would only affect proposals that have long durations, which is exactly where it's most important to have periodic reviews, IMO. This mechanism will encourage such periodic reviews of the proposal's value proposition.
