In this case, Steemit is simply marketing something that they've done. Sure, if they had something that was more appealing to market to the crowd, that would also be great to talk about.
But it's not a mistake to market any tangible progress you've made. And Steemit isn't in position nowadays to just talk about what they're going to do rather than what they've done, because there were too many failed promises in the past. A certain amount of trust has to be created again before that kind of marketing will be viable.
And it's not like cost savings measures aren't recognizable as an important thing to do when you've recently laid off two-thirds of your staff. Personally, as a stakeholder in Steem, I find it reassuring to know that the costs have been reduced so that dollars previously going to pay for servers can now be redirected to product development instead.
