Yes, the amount of impact on reputation is directly proportional to the percentage of voting power used. This applies the same for both upvotes and downvotes. Note that reputation values are displayed on a logarithmic scale (the higher your reputation, the more voting it takes to increase the reputation value displayed), so the proportional change may not be obvious.
