Most of the staff probably did. Stole several of the surplus, hardened, top of the line, radiation suits and safety equipment and LEFT. What staff was left to him was probably just a tiny skeleton crew, likely some Alliance crew, to make sure the stupid man didn't die of starvation and neglect.
