There are groups, even in this modern era, who think things like torture through shock treatments, putting people into cages, strapping them to beds, and other such abuse should be brought back to "control" those who are mentally disabled. So, sadly, I could see it coming back in some areas. Especially really religious groups that eschew proper medical treatment almost entirely.
