In all honesty, they're not bullying hir. The bully just has to be willing to give up and admit defeat despite facing smaller, seemingly weaker, opponents.

Sadly, many such bullies often need quite a harsh lesson before it gets through their heads that the world doesn't belong to them.

The child will learn, sooner or later. Discipline and respect are important.
