I can see them telling him he's being upgraded to where he's considered safe to be around kids, and, possibly, safe enough to not require constant monitoring. Given his years of not breaking his deal as a Pax Humanis member means that, likely, some of those habits may have become ingrained. I.e. what IS a target, and what / who, isn't.
