That would explain why there were so very few staff left, and why the place only held ONE individual. Not his wives, not his kids, not the families of the staff, etc. And why he was down to only a very tiny handful. Those few left that could not escape planet were "staff" just to get to safety, or died. The populace was likely rescued wholesale by the CRC and Alliance, save for a few diehards that refused to go, those were likely the ones that died screaming, and now he's having to face the consequences of his actions?
