I'd think, given the CRC's own rules and laws, they'd eventually put a stop to it as they don't endorse permanent torture or brutality. After a while they would likely force the B'Nari to either let the people die or have their senses dialed back down, and then imprison them, with therapists to remind them of why they ended up like that.
