Curious, what of those families that give birth to children without having such licences? Are their children simply taken from them? Are they forcefully sterilized? How would one control it if there was an unplanned pregnancy? I would think it would be very cruel for the CRC to take a child away from a family who wants them, who wants to love and raise them, despite the pregnancy being unexpected.
