Honestly, at least in this area, Habitat for Humanity has been trying projects like that for YEARS. Problem is, the state would threaten to shut them down if they tried it, and when they'd try to build tiny home communities and help the homeless by having the homeless live in these communities and transition them out into homes and apartments, both the state, and local neighbors, would sue them to the point they would nearly go bankrupt trying to prove that people need help. :'( All because of NYBIES screaming foul at the very idea that "dirty homeless people" might actually get a leg up and want to be treated "gasp" like ACTUAL human beings. It's pretty heartbreaking. The government, at least here in the USA, has laws that are pretty much geared toward preventing charitable organizations like them from doing that. To the point of deliberately condemning, and tearing down, newly renovated homes, even though the places are 100% up to all safety codes and perfectly livable, the instant the regulators find out that this is what the people are doing with the property.
