A place where bullying is not tolerated, where children are taught to accept others no matter who, or what, they are. I can see so-called "heroes" coming to try to "take down a city filled with evil and monsters" as some would more than likely view this city as, given its primary inhabitants, and soon find, much to their dismay, that there was no place for people like them here.
