I can see the Alliance subtly visiting and adding things to the soil around the planet to help increase the fertility of the soil of Hard Grift and their scientists fiercely studying, and developing, seeds and plants that are highly nutritious, and flavorful, but can survive a harsh world like that, so that the people on that poor world can start to have a more rounded-out diet.
