I have friends like this. Things they know they need to do, but they don't because they can't separate the feeling of "this is a punishment" in their heads. It's hard to get them to realize that it's just a part of life, not a punishment. Like the one that lives with me. I have to find gentle ways to ask him to take out his trash. I do my best to urge it as gently as possible so he doesn't feel like he's being ordered and commanded roughly. He's recovering from a lot of trauma and he's so much better than he was when he first got here.
