Why does it cost more to do that? I suspected it related to the "posts under 20 steem earn less than they did before (and vice versa)" bit and it just meant that upvoting comments wasn't worth much because it was unlikely to reward the commenter much but I didn't realise it somehow cost the upvoter more to do.
