Yep. It flies here, too. There are more retired military per capita in AZ than anyplace. You can't swing a cat by the tail in Yuma without hitting a veteran, even with social distancing. Anyway, there are lots of vocal people who will keep the postmaster on her toes.
Arizona does some things just to throw the finger to the Federales. Did you know we once voted NOT to make MLK day a state holiday? Arizona voted to celebrate Cesar Chavez instead. Didn't work out so well for us. Federal government pitched a huge fit (as you can imagine) but the tip over was when the NFL took a super bowl away from Phoenix in an effort to influence a political situation (Don't anyone take a knee. Just sayin') and that made us 'toe the line'. Literally.
The pissed off attitude goes all the way back to the great emancipator. Arizona voted to be a Confederate Territory. Slavery was still illegal but the reason was because Johnny Reb promised a company of infantry to help with the Comanches. They took their shot at freedom in the Civil War. That little episode caused Arizona to be the last state admitted to the original 48. In 1912. :) Abe had suggested that we could become a state with Nevada (we had probably more population) during the war if only we'd vote Republican and send good loyal Repubs to the Senate. Ooopppsss. Arizona has never taken kindly to being told what to do.
Do you remember the picture of President Obama at the foot of the stairs on AF1 with Jan Brewer (governor then) with her finger in his face? Didn't even have time to shake his hand :)
For the record, we have had more sitting governors indicted and convicted than the rest of the US combined. When Fife Symington made a run at Governor after his time served I tried to get a 'Felons for Fife' chapter started in AZ.
I may have digressed slightly. The point to all this is that the state of Arizona might just do things because they can, but it looks to me like they are right in lockstep with the Federales on Post Office protocol.
