How about this: Those who need ROI on their staked hive but don't have an hour to give to it could hire a curator or two. Pay them a small % of the net take and everybody benefits. I'm sure some hungry curators would apply for such jobs.
Change the staked voting protocol. I don't care what change, just change it so all voting trails are void and have to be reset by the account owner. That would at least change some of the voting that is carried over from the steem days with out change. Oh, but the big stakeholders would have to actually attend to their accounts without immediate ROI. Too much work?
If stakeholders really need ROI without any effort on their part at all they should power down, take the USD and put their money in municipal bonds. A tax free income for the next 30 years plus they get their original investment back.
